I am running Windows 7 Ultimate. It's in the service panel, but it is not installed. Try this: msdtc -install or msdtc -uninstall from a command prompt, then check the application event log. Previously, one could access Troubleshooters via the Control Panel > Troubleshooting applet or download them from the Microsoft website. However, Microsoft is now providing quite the same functionality within the Windows 10 Settings app.

I found the answer. This kinds of packages are called Troubleshooting Packs. And the technology are called Windows Troubleshooting Platform (WTP).
They are written in Powershell, and you can do it using Troubleshooting Pack Designer who belongs to the Windows SDK.
